Statement on the Implementation of Safe Access Buffer Zones Around Abortion Clinics

Abortion Rights is pleased to announce that the implementation of Safe Access Buffer Zones, taking effect tomorrow on October 31, will enhance protections for individuals accessing abortion services by ensuring a secure environment free from harassment or intimidation.

These buffer zones represent a critical advancement in protecting women’s rights. Under this new law, it is now a criminal offence to attempt to influence a woman’s & pregnant peoples decision regarding abortion services, block access, or engage in any behaviour that could cause harassment or distress for those accessing or working at these facilities. This protection applies within a 150-metre radius of abortion service locations.

Violating these regulations carries serious repercussions, including the possibility of unlimited fines. To ensure consistent enforcement, the College of Policing and the Crown Prosecution Service are preparing guidance for law enforcement and prosecutors in advance of the implementation.

“Access to abortion services is a fundamental right, and no one should face intimidation or abuse when seeking care. This measure is vital to preserving a safe space for individuals exercising their legal rights to healthcare, and it will not allow any form of harassment or obstruction.

Abortion clinics have long awaited this protection, and this government is resolute in making our country safer for women. Ensuring the security and wellbeing of those seeking these services remains our highest priority. No one should feel fearful or threatened when accessing healthcare, and this law provides essential safeguards against any form of abuse.

Looking ahead, the government will continue to work with NHS England, abortion providers, and other healthcare partners to maintain access to safe, high-quality abortion services. These buffer zones will apply to all clinics and private hospitals authorized under the Abortion Act 1967, as well as NHS hospitals that have performed abortions within the current or previous calendar year.

The establishment of Safe Access Buffer Zones follows the Public Order Act 2023 and was supported by a free vote in Parliament, demonstrating the shared commitment across parties to address this important issue.”
