Abortion Rights Welcomes Long-Awaited Buffer Zones Around Clinics

Buffer zones will finally come into force around abortion clinics in England and Wales from 31 October, providing much-needed protection against harassment and intimidation. 

Abortion Rights’ has welcomed the long-overdue measure, which will make it illegal to distribute anti-abortion leaflets, protest, or obstruct anyone using or working at an abortion clinic within a 150-metre radius.

Kerry Abel, Chair of Abortion Rights, hit hard with: “Safe access to abortion is a human right. Buffer zones are crucial for protecting women and pregnant people from intimidation and harassment. No one should fear seeking healthcare, and we’re relieved these protections are finally in place. Despite Parliament’s approval in May 2023, the government stalled by launching a consultation. If abortion were treated like ordinary healthcare, we wouldn’t need these zones. But because it’s abortion, safe access has been intentionally delayed and ignored.”

The new law carries serious penalties, with anyone convicted of breaking it facing an unlimited fine. Abortion rights campaigners and providers have celebrated the decision, calling it overdue.

Pro-choice campaigners also raised concerns over whether, despite the new legislation, so-called “silent prayer” would still be permitted outside clinics. However, the Home Office has confirmed that “silent prayer” will likely fall under the scope of the law.

Police and prosecutors will receive enforcement guidance soon. Similar bans were introduced in Northern Ireland last year, and Scotland is set to enforce its buffer zone law starting 24 September.
