Garda Vetting – Compliance Guidelines

As outlined last month, in our Garda Vetting post, it is your responsibility as the employer to ensure that all identity documentation is verified, signed and dated and that all information is correct before submitting any vetting or re-vetting applications to Early Childhood Ireland. These documents must be kept on file to be readily available for compliance audits by the Garda National Vetting Bureau and/or Early Childhood Ireland.

The compliance team attached to the Garda National Vetting Bureau is tasked with conducting inspections. The designated compliance officers conduct both announced and unannounced inspections on services. The purpose of this is that you are compliant with the laws and regulations as set out in The National Vetting Bureau (Children and Vulnerable Persons) Act 2012 to 2016, outlined in Section 24 of the Act.

The following documents must be kept on file and readily available on request from the compliance officers:

Required Documentation:

Before submitting your vetting or re-vetting application, ensure you have the following documents:
.
  • Photo ID: Must include their full name and date of birth
  • Proof of address: The name and address must match what is written on the NVB1 Vetting Invitation form and dated within six months of the application date
  • While no specific document is mandated, all documents must meet the verification requirements of the 100 Point Check (See our website for further details)
  • NVB1 Vetting Invitation Form: Ensure the signature, date and consent box are completed with a ballpoint pen (electronic signatures are not accepted)
  • For Applicants Under 18: Retain a copy of the Parent Guardian Consent form in addition to the documents listed above
  • Re-vetting: When re-vetting a current member of staff, recent copies of all the documentation listed above must be obtained, documentation from their original application cannot be used.
Verifying Identity:

To complete the vetting or re-vetting process, the applicant must provide documentary evidence for the following:

  1. Valid Photographic ID, including full name and date of birth
  2. Proof of Current Address, dated within six months of the application date
    • Mobile phone bills and store card/catalogue statements are not acceptable
    • Revolut bank statements are not acceptable
    • Irish Credit Card style Driving license can only serve as both Photo ID and Proof of Address if the date of issue is within six months of the Garda Vetting application.
